Cloud hides details

I AM unable to make specific comment on the detail of the proposals wrapped around and messed to the so-called science park because I do not understand sufficiently to do so.

I will say, however, a huge cloud of smoke appears to be generated to hide the true objective which, irrespective of Prescott's outrageous and stupid requirements, is simply an amplitude of developers' profit.
