The Examination in Public commenced on Tuesday 7 September 2004 at County Hall, Maidstone and lasted for approximately four weeks. The Secretary of State appointed Mr Chris Offord BA MRTPI as Panel Chairman, assisted by Mr Brian Sims BSc CENG MICE MRTPI as the other EIP Panel member. Both Panel members were independent of every participant in the EIP. The Programme Officer was Nicola Wells.
